CITY COUNCIL
December 10, 2018
DeQuincy, LA
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: None.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. Mayor Henagan gave the invocation and James Harris led the pledge of allegiance.
Motion was made by Ronda Jacobs and seconded by James Harris to approve the November 12, 2018 regular session minutes. Without objection, the motion carried. 
Valecia Royer, CPA, gave the financial report. As of November 30, 2018, the overall total revenue, the actual year to date is $769,718.34 with the budget being $4,161,100.00, with a remaining budget of $3,391,381.66. The total expenses, as of November 30, 2018, are $911,435.68, with the budget being $5,409,770.00, with a remaining budget of $4,498,334.32. 
Fire Chief Johnny Copeland gave the fire report for the month of October 2018. They had eight (8) calls for the month. 
Chief Suchanek gave the police report. The bonds and fines totaled $18,995.00. 
Eddy Dahlquist gave the public works report. They had two sewer repairs, added three new gas taps and was able to get a little mowing down between rains.
CITY REPORTS GIVEN BY MAYOR HENAGAN
Mayor Henagan reported we had a very good turnout for the Christmas parade this year and also a good turnout for the activities afterward. The firework show was exceptionally good and a big thank you to Johnny Copeland and his crew for putting that on for the city. Mayor Henagan also thanked Lillian Karr and the Chamber of Commerce for all of the work put into putting on the parade and activities afterward.
Mayor Henagan congratulated Riley Smith for his win as DeQuincy Mayor. 
Denise Maddox made a motion to approve the December 10, 2018 agenda and Ronda Jacobs seconded the motion. Without objection, the motion carried. 
Denise Maddox made a motion to amend the December 10, 2018 agenda by adding the approval of the appointment of Carmen Iley to serve as Resident Commissioner of the Housing Authority. This item will be numbered 11 and Council Concerns will move to no. 12. Ronda Jacobs seconded the motion to approve the agenda as amended. Without objection, the motion carried.

Ronald Young and Ima Stains asked the council why people could no longer park in the first block of N. Grand Avenue when waiting to pick up their kids from school. It was explained to them the city had been receiving complaints from the bus drivers and emergency vehicles stating it caused a problem when trying to turn the corner onto N. Grand Avenue going south. The Police Chief also stated he would have an officer out there to make sure people were not cutting in line because of the line being pushed back.

A motion was made by Ronda Jacobs and seconded by Denise Maddox to approve the 2019 liquor applicants, namely, Tiger Speedy Stop, DeQuincy Iron Horse Pub, Brookshire Brothers #31, Market Basket #32, Super Stop 25, and Circle K. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None
A motion was made by Denise Maddox and seconded by James Harris to approve the Branch Telecom Tower Lease. Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None
A condemnation hearing was held on the house at 305 S. Division Street. City Clerk, Pat Brummett, informed the council she had received a phone call from someone that was in the process of purchasing this property but they did not want the process stopped. They were informed of the process and the expense of the city have the structure town down rather than them having it town down themselves. They still wanted the city to proceed. A motion was made by Judy Landry and seconded by Ronda Jacobs to proceed to the next step in condemnation, which will be to get bids on the demolition. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Denise Maddox to leave the condemnation hearing of the house at 309 N. Perkins Street on the table for one more month to see what progress has been made. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A zoning hearing was held on the property at 306 and 308 Frazier Street. Arnold Blagrave, Chairman of the Zoning Committee, read their recommendation to the council. Their recommendation is that this property be zoned commercial with the restriction that it only be used for a storage building facility and that these units and the storage units on Boone Street be joined by a fence. A motion was made by Ronda Jacobs and was seconded by Judy Landry to accept the recommendation of the Zoning Committee. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
The election for the 2019 Council Officers was held. A motion was made by Judy Landry and seconded by Ronda Jacobs that Denise Maddox be named as Council Chairman. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Denise Maddox and seconded by Judy Landry that Ronda Jacobs be named as Vice-chairman of the Council. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Denise Maddox and seconded by Ronda Jacobs that Carmen Iley be names as Resident Commissioner of the Housing Authority. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
COUNCIL CONCERNS 
Ronda Jacobs thanked the city crew for getting the pine tree down and advised them of another one on Hwy. 389. Also, please check Brantley Street for potholes.
Denise Maddox welcomed Daisy Cole to the council and advised how much they have enjoyed working with James Harris. Mrs. Maddox asked that a letter be sent to 501 Yoakum for the junk in the yard and asked that the city crew or inmate crew focus on cleaning out the ditches during all of this heavy rain.
Judy Landry asked how often the inmates clean out the leaves from the ditches and culverts.
James Harris thanked the council, Mayor Henagan and District 4 constituents for allowing him to serve on the council for the last year.
Mark Peloquin addressed Eddy Dahlquist as to who was cutting limbs on several streets in DeQuincy. He has received a few complaints that the limbs were not being picked up timely. He also had several questions concerning the LAWCO service in DeQuincy, their franchise with the city and when it expires. Mr. Peloquin commented on the good turnout for the Christmas festivities. Also, he recently drove down Kelly Street and noticed there are several houses at the east end that are in very poor condition and need to be addressed for condemnation. Lastly, Mr. Peloquin thanked Mayor Henagan and James Harris for their service to our community.
Denise Maddox made a motion to adjourn and Ronda Jacobs seconded the motion.
