NOTICE OF PUBLIC MEETING
DEQUINCY CITY COUNCIL
REGULAR MEETING AGENDA
MONDAY, OCTOBER 14, 2019
CITY COUNCIL
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Daisy Cole, Denise Maddox, Mark Peloquin and Ronda Jacobs. Absent: None.
Council Chairman Denise Maddox called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Daisy Cole led the pledge of allegiance.
Motion was made by Ronda Jacobs and seconded by Judy Landry to approve the September 9, 2019 regular session minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer, CPA, gave the financial report. As of September 30, 2019, the overall total revenue, the actual year to date is $4,951,765.57 with the 9/30/2019 beginning budget being $4,161,100.00, with a remaining budget of ($790,665.57), the amended budget as of 9/30/2019 being $4,416,100.00 and a remaining budget of ($535,665.57). The total expenses, as of September 30, 2019, actual year to date totals are $4,451,304.26, with the budget 9/30/2019 beginning budget total expenses being $5,409,770.00, the remaining budget being $958,465.74, with the 9/30/2019 amended budget being $4,747,770.00 and remaining budget of $296,465.74.
FIRE REPORT
The July 2019 fire report was read by Fire Chief Johnny Copeland. The Fire Department had seven (7) calls for September 2019.
POLICE REPORT
Assistant Police Chief Roy Williams gave the police report. There were 190 violations issued, 35 arrests, 242 complaints filed, 127 warnings issued and 14 warrants served. The fines and bonds collected for the month of September totaled $28,533.00. The number of calls for service in District 1 was 44, the number of calls in District 2 was 32, the number of calls for service in District 3 was 55, the number of calls for District 4 was 51 and DeQuincy PD assisted or backed up the CPSO out of the city limits on 55 calls.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. One new gas line was installed, two new sewer taps, and one new culvert put in. The crew has been trimming limbs around town and cutting grass as needed.
CITY REPORT GIVEN BY MAYOR SMITH
The Capital Outlay grant for the Chavis Square Drainage project has been approved.
The Louisiana Community Development Block Grant (LCDBG) that was applied for several months ago, for sewer and street improvements, was not approved for the City of DeQuincy.
Meyer and Associates has applied for three more grants for the city and we should get the result of those applications in June 2020. One grant will be for sewer repairs, one for sewer lift station repairs and the third application is for street repairs.
On October 31 the DeQuincy Police Dept. along with City Hall will host a Fall Fest at the walking path and we invite everyone to come out and enjoy the festivities. We plan to have small booths set up along the path and will give out candy to the trick or treaters.
Judy Landry made a motion to approve the September 9, 2019 agenda and Daisy Cole seconded the motion. Without objection, the motion carried.

Jimmy Calhoun asked for a tennis court to be put in on the South side of town. Daisy Cole is going to talk to JCE about using the slab in the back of their building to put a tennis court.
Seymour Pullam asked why we didn’t lease property instead of selling property.
Lorraine Lewis asked who was in charge of assigning people to the Elderly Housing Board. Mrs. Maddox explained the city had nothing to do with the Elderly Housing Board but could give her the contact information of who she needed to get in contact with.

A motion was made by Mark Peloquin and seconded by Ronda Jacobs to adopt a Resolution authorizing Mayor Smith to accept the DeQuincy Industrial Airpark’s 2020-2025 Capital Improvement Program. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Denise Maddox, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Judy Landry and seconded by Ronda Jacobs to accept the bid from R. Cloud Construction Co., Inc. on the Yoakum Avenue Drainage Improvements. Motion carried as follows:
Yeas: Judy Landry, Daisy Cole, Denise Maddox, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
The council members were all in agreement that the city owned property on Pine Street, between Dr. Chadha’s building and the Capital One parking lot, should be advertised for sell in the local paper for a least a month. A motion was made by Mark peloquin and seconded by Daisy Cole to advertise the sale of city owned property situated on Pine Street, between Dr. Chadha’s building and the Capital One Parking Lot, and readdress the offer by Dr. Hennigan at the November council meeting. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Denise Maddox, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
COUNCIL CONCERNS:
Mark Peloquin asked what the timeline was for Republic to pick up their trash cans. It was explained that Republic should have already picked up their cans.
Ronda Jacobs asked how many booths we had so for the Fall Fest scheduled for October 31.
Daisy Cole asked why Waste Management did not leave a trash can at her brother’s house. She was told we gave a list of all of the addresses that presently paid for garbage pickup and those were the houses where cans should have been left. Also, Grand Avenue Alumni would like to do a trash bash and they need to know where to leave the trash once it has been picked up.
Judy Landry gave addresses of lots that need to be sent letters about high grass.
Denise Maddox had no concerns this month.
Ronda Jacobs made a motion to adjourn and Judy Landry seconded the motion.
