CITY COUNCIL
December 3, 2019
DeQuincy, LA
The City Council of the City of DeQuincy met in special session on Tuesday,
December 3, 2019 at 6:00p.m. at their regular meeting place located at 300 North Holly Street, DeQuincy, Louisiana with the following members present: Ronda Jacobs, Judy
Landry, Denise Maddox. Mark Peloquin (arrived at 6:07 p.m.) and Daisy Cole. Absent:
None.
The meeting was called to order at 6:00 p.m. by Denise Maddox and the roll was called
with the above result.

Paul Lagarosse advised the council he is in the process of selling his house and downsizing to a mobile home and had been told DeQuincy was doing away with mobile homes. The council explained the topic would be explained further during the meeting but they were not voting to do away with mobile homes in DeQuincy.
Denise Maddox explained that our current mobile home ordinance has become outdated with all of the different type of manufactured homes now being sold and the council feels it’s time for the ordinance to be updated. The council committee members will meet to determine the definition and description of a mobile home, manufactured home, tiny house, portable building, modular building/home, etc. to see what if not all will be included in the mobile home ordinance.
Attorney Douglas Cox did explain to the council that if a mobile home meets the requirements of our current ordinance, the city must issue a permit even if the subdivision restrictions restricts the placement of mobile homes in the subdivision. That would be a civil matter and not a municipal matter.
Mayor Smith strongly suggested that the tiny home issue be addressed.
Attorney Douglas Cox suggested the council committee meet to review ordinances of other municipalities that have the same issues to see how their ordinances are written.
After a lengthy discussion between the council members a motion was made by Mark Peloquin and seconded by Ronda Jacobs to issue a moratorium for 60 days on permits for any moveable structure intended for purposes of a dwelling. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Denise Maddox, Ronda Jacobs and Mark Peloquin. Nays: None. Abstain: None.
There being no further business to discuss, a motion was made by Ronda Jacobs and seconded by Judy Landry to adjourn the meeting.
