Authorizes and invokes the authority under LSA-R.S. 38:2212D, which provides for the declaration of a public emergency with reference to the needs of said District as pertains to procuring emergency apparatus; or, more specifically, two water trucks. Further, it authorizes commencement of the procurement process.
