CITY COUNCIL
November 16, 2020
DeQuincy, LA
The City Council of the City of DeQuincy met in an emergency session on Monday, November 16, 2020 at 5:00p.m. at their regular meeting place located at 300 North Holly Street, DeQuincy, Louisiana with the following members present: Ronda Jacobs, Denise Maddox, Mark Peloquin, Judy Landry, and Daisy Cole. Absent: None.
The meeting was called to order at 5:00 p.m. by Mark Peloquin and the roll was called with the above result
Public Input:
Chad Kellogg explained what his position was on the agenda item. The property in question is owned by him and is being used to strictly store roofing materials for Patriot Roofing. There is no business, commercial or otherwise being conducted on the lot. Paul Turner, 602 Smith Street, DeQuincy, LA. Mr. Turner’s concern was the travel trailer that was put on the lot and the chance of more travel trailers being put on the lot. It is a residential neighborhood and is not zoned for travel trailers.
Now they are putting roofing materials on the lot and is curious to know what is coming next. Concerned because this is zoned residential and not commercial.
A representative from Patriot Roofing spoke and advised the council their intent was to stay in DeQuincy indefinitely. Initially, they were looking for a place to store material closer to the center of DeQuincy, on the main road, but no property was available to buy or rent so Mr. Kellogg offered his property. They are trying to be respectful of the neighbors surrounding the property by not loading or unloading material too early or too late and are keeping the large trucks hauling material down to one a week. Their intent is to find a permanent location, in a commercial area, where they can set up their business in DeQuincy on a more permanent basis.
The council asked Mr. Cox for a legal opinion on whether or not this would be considered a commercial business. He stated is probably commercial activity which he feels warrants a variance from the council.
After more discussion by the council members regarding commercial activity or not commercial activity, a motion was made by Denise Maddox to issue allow “commercial” activity at 602 Smith Street for a period of three months, at which time it will be revisited by the council. This is with the understanding this activity be conducted from 7am until 5pm only. Daisy Cole seconded the motion. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Abstain: None. Absent: None.
There being no further business to discuss, a motion was made by Denise Maddox and seconded by Judy Landry, to adjourn the meeting.
