REQUEST FOR STATEMENT OF QUALIFICATIONS FOR
ENGINEERING SERVICES.
Notice is hereby given that the City of DeQuincy is requesting Statement of Qualifications on Form (SF 330) from firms interested in providing all engineering, architectural, land surveying, construction management, and grant administration services required for improvements to be made at the DeQuincy Industrial Airpark for the next (5) years beginning from the Notice to Proceed date of the original contract. The projects being planned at the Airport may include: 1. Airport/Airfield Drainage Studies, Design, Improvements, Development/Rehabilitation; 2. New Hangars; 3. Hangar Development/Rehabilitation; 4. Multi-Use Terminal Facility; 5. Architectural/Engineering Services for Airport Development Projects; 6. Lighting & Signage Improvements; 7. Airfield Electrical Improvements; 8. NAVAIDs; 9. Airfield Pavement Expansion/Extension/Rehabilitation/Reconstruction/Construction; 10. Airport Access Road Improvements/Rehabilitation/Reconstruction/Construction; 11. Landside Infrastructure Rehabilitation /Reconstruction; 12. Assist City of DeQuincy Administration of Disadvantaged Business Enterprise (DBE) Program; 13. Environmental Services; 14. Airport Program Development and Management; 15. Airport Planning/ALP Updates/Master Plan Update; 16. Grant Administration/Financial Planning; 17. Airport Operational Studies and Support; 18. Other Engineering, Architectural, Planning, Construction Management related airport projects necessary to fulfill the airport’s overall objective. The initiation of the engineering, land surveying, legal proceedings, construction management and grant administration for the above listed projects are subject to availability of funding from the City of DeQuincy, Louisiana Department of Transportation and Development and the Federal Aviation Administration. These projects are not necessarily listed by priority. Firms with demonstrated experience, competence, and qualifications pertinent to this type of service and having sufficient technical, supervisory and administration personnel to ensure expeditious prosecution of the work, interested in performing these services are desired for consideration. Determination of award for engineering, architectural, and surveying services will be evaluated based on the following criteria: 1. Resumes of Key Personnel to be assigned to airport project(s)- weighing factor of three (3) 2. Experience with projects which illustrate the proposed team’s qualifications- weighing factor of four (4) 3. Key personnel assigned to the airport and their participation in past projects, -weighing factor of four (4) 4. Knowledge of FAA/Southwest Region and LaDOTD/Aviation grant procedures, regulations, and policies- weighing factor of five (5) 5. Proximity of the firm to project location- weighing factor of two (2). To be considered, Statement of Qualifications must be received no later than 2:00 p.m., Monday February 1, 2021 by hand delivery or mail addressed to: City of DeQuincy, Attention: Mary Jo Bayles- City Planner, 300 N Holly Street, DeQuincy, LA 70633. Statement of Qualifications will be evaluated and ranked, and the most qualified applicant will be selected by the City of DeQuincy.
