COUNCIL MEETING
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: Daisy Cole.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. Doug Cox gave the invocation and Judy Landry led the pledge of allegiance.
Motion was made by Ronda Jacobs and seconded by Mark Peloquin to approve the December 14, 2020 regular session minutes. Without objection, the motion carried.

FINANCIAL REPORT
Valecia Royer read the financial report. As of December 31, 2020, the overall total revenue, actual year to date is $1,051,800.67 with the FYE 9/30/2021 budget being $4,471,100.00 and a remaining budget of $3,419,299.33. The total expenses, as of December 31, 2020, actual year to date totals are $1,409,565.95, with the FYE 9/30/2021 budget total expenses being $5,604,970.00, and the remaining budget of $4,195,404.05.
FIRE REPORT
Chief Johnny Copeland read the fire report. There were 8 calls for December 2020.
POLICE REPORT
Police Chief Casey Whitehead gave the police report for December 2020. There were 67 violations, 8 arrests, 261 complaints filed, and 63 warnings given. The fines and bonds collected for the month of December totaled approximately $15,583.00. The PD Officers patrolled approx. 4465 miles during the month of December 2020.
CODE ENFORCEMENT
REPORT
Mr. Carroll gave the council a brief run down on all of the violations issued since the last council meeting as well as the number of homes that have been demolished as a result of the hurricane.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. The city crew were able to get the old barn torn down and hauled to the side of the road for Crowder Gulf to pick up. This building was severely damaged in the hurricanes. The crew also continues to pull debris, throughout the city, to the road so it can be picked up by Crowder Gulf.
SEWER PLANT REPORT
Hank Frazier gave the sewer plant report. The sewer lines on W. Park Loop, W. Park Drive and N. Perkins Street were cleaned; storm debris on the east end of Allen Street, in the ditches, was cleared, which took about two days, then those ditches were cleaned out. Also the heavy equipment has been hauled in to the plant and the big improvement job should start within the next few days.
CITY REPORT GIVEN BY MAYOR SMITH
Our insurance company will be back in town this week to re-access the damages to our city buildings. Things are moving well with FEMA but it is a very slow process.
The Yoakum Street project is moving along and should be nearing completion.
The Chavis Square project should be starting up in the next few months.

Dillon Thompson addressed the council again regarding changes he would like to see happen in DeQuincy.
A motion was made by Ronda Jacobs and seconded by Judy Landry to table the abandonment of an alley in Herford Addition No. 2 to be heard on or before February 8, 2021. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Daisy Cole. Abstain: None.
A public hearing was held regarding the adoption of an ordinance amending our alcoholic beverage ordinance to allow for the sale of alcoholic beverages on Sundays. There was no public comment.
A motion was made by Ronda Jacobs and seconded by Mark Peloquin to adopt an ordinance amending our alcoholic beverage ordinance to allow for the sale of alcoholic beverages on Sundays. A public hearing was held regarding the adoption of an ordinance amending our personnel policy ordinance to allow employees to be paid for any unused vacation time, at his/her regular rate of pay.
A motion was made by Judy Landry and seconded by Mark Peloquin to adopt an ordinance amending our personnel policy ordinance to allow employees to be paid for any unused vacation time, at his/her regular rate of pay.
A motion was made by Judy Landry and seconded by Mark Peloquin to authorize Mayor Smith to advertise and receive Statements of Qualifications for Engineering and Architectural Services for the DeQuincy Industrial Airport. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Daisy Cole. Abstain: None.
COUNCIL CONCERNS:
Ronda Jacobs has been working with Code Enforcement Officer, Ronnie Carroll and therefore has no council concerns.
Judy Landry asked that the code enforcer check on a house on Coffee Street.
Mark Peloquin advised there was a tree possible in the alleyway between LeBlanc Street and 1st Street that needs to be cut down. He asked that someone from Public Works take a look at it.
Denise Maddox had no concerns this month.
