THE BOARD of Commissioners of the Housing Authority of the City of DeQuincy, La. met in regular session on May 16, 2024 for the following purpose:
Chairman Jerry McCaig called the meeting to order and upon roll call, those present and absent were as follows:
Present: Jerry McCaig, Lynne Treme, Tracey Brown, Darlene Hooker, Tamara Scott, Shirley Bagwell, Brooke Burge
Absent: None
A quorum present, the following business was transacted. The minutes from April 9, 2024 were reviewed. Tracey Brown made a motion to approve the minutes and Darlene Hooker seconded. Motion carried.
The financial report for March 2024 was presented and discussed. The year-to-date actuals were compared to the year-to-date budget. Lynne Treme made a motion to approve the financial reports as presented and Tracey Brown seconded the motion. Motion carried.
Two bids were received for edging all sidewalks and parking areas. After discussion, Tracey Brown made a motion to accept the lowest bid from Josh White Landscaping. Lynne Treme seconded the motion. All approved. Motion carried. Res # 1012
Three bids for power washing all buildings, sidewalks and parking areas were presented. After discussion, Lynne Treme made a motion to accept the lowest bid from RBS, LLC. Tamara Scott seconded the motion. All approved. Motion carried. Res # 1013
The 2024 CFP budget, 2024 Annual PHA Plan and 5-Year Action Plan was presented and discussed. Tracey Brown made a motion to accept the Plan as presented and Lynne Treme seconded the motion. All approved. Motion carried. Res # 1014
Over the income limit policy was presented. Section 103 of HOTMA (Housing Opportunity Through Modernization Act) creates new limitations on tenancy and program participation for formerly income-eligible families residing in public housing with incomes over the newly created over-income limit. The final rule was published in the Federal Register (88FR 9600) on February 14, 2023. After much discussion, Darlene Hooker made a motion to accept the policy as presented and Tracey Brown seconded the motion. All approved. Motion carried. Res # 1015
The vacancy report was presented by Brooke Burge.
There being no further business to come before the board, the Chairman thereupon declared the meeting adjourned.
